Monition Board

The Monition Board (High Secote: ⰔⰟⰂⰡⰕⰠⰐⰉⰝⰠⰔⰍⰟ ⰀⰔⰕⰀⰎⰟ, sŭvětĭničĭskŭ astalŭ) is a device in the government of Terophan. Introduced in the reign of Spytihnev the Arbitrator as an imitation of the Lacrean Boards of Secrets, Monition Boards are permanent committees of Scholars—though occasionally including other relevant figures—which deliberate on questions of state policy and local administration. They typically have tribunal power and the authority to summon individuals for cross-examination, either as experts on particular issues or as the objects of judicial inquiry. In ordinary circumstances Monition Boards are self-appointing, but since the composition of Monition Boards is determined ultimately by the imperial person they are also an effective means of ensuring sovereign control of state administration. The leader of the Monition Board is referred to as Imperial Monitor, and is selected by the Emperor (generally via the Imperial Chancellery). Most major cities are governed by Monition Boards, and Monition Boards have an important role in advising the Eight Chancellors.

A well-known, though unusual, example of a Monition Board is the Extraordinary Monition Board that administered Trans-Tormetia in the aftermath of the Sea of Flames.
