A Privateer Board is a body for the management of an estate drawn primarily from its own workers, 'privateering' in that it is presumed their autonomous appropriation of the imperial usufruct is ultimately in imperial interests (see also hunter-privateer). These cooperative, self-managing enterprises are very common in the Lutoborsk, where they emerged in the Catabolism. While initially workers took over to resist attempts to contract production or withhold payment, which reached a height after the 1999 Massacre of the Estates, after Dragodar Tashukovsk's rise to power the purge and trial of imperialist politicians for malfeasance formally awarded many Privateer Boards with official recognition of their rights.
