Treaty of Ūsilinna

The Treaty of Ūsilinna was agreed to in 1889 between the governments of the Savamese and Agamari empires, and was signed in Pysymme, Agamar’s fortress base in the Nusileh port-city of Ūsilinna. The treaty is still in force today and represents one of the main bases of the still largely informal alliance between those states.

The signatories agreed on spheres of influences in the north-western Prothenian Ocean, with Savam recognising a number of Agamari port-cities, such as Huranmokukila in Victoria, where they bordered Savamese territories. The treaty also imposed restrictions on Savam’s interaction with the New Zaavic League and Seranian League; in this context it saw the first use of the term “Pirate States” in an official Messenian document. In Ascesia, Agamar recognised the Savamese port-city of Nosivangue and granted to Savam trading rights within the greater Agamari sphere of influence there in western Adorac and those regions which would become the Ascesian Banner eight years later.

While significant on its own terms, the Ūsilinna accords – as the first clear diplomatic agreement between Messenian and Outer Joriscian states on Seranian matters – marked a shift towards a more amiable and consultative approach from both sides after the angry and confrontational attitudes of the Heathen Wars and the often begrudged and sullen stances prevalent during much of the 19th century. With both sides progressively placing more boots on the ground and increasingly permanent positions, cautious thinkers were pushing harder for some form of modus vivendi. This initial agreement would be followed by several other mainly bilateral accords over the next two to three decades.
