The Trans-Tormetian Condominia (High Secote: ⰔⰟⰂⰎⰀⰄⰟⰉⰝⰠⰔⰍⰟⰉⰋⰤ ⰒⰓⰡⰕⰑⰓⰏⰀⰜⰍⰟⰉⰋⰤ ⰑⰁⰎⰀⰔⰕⰉ, Sŭvladyčĭskyję prětorŭmackyję oblasti, Rashimic: ⰀⰠⰁⰓⰠⰕⰠⰓⰐⰦ Hěbrětěrnā), consisting of the western Marshalate of Lethpol and the eastern Marshalate of Tormopol, are two Azophine Marshalates straddling the Tormaytah river which runs along the historic Azophin-Terophan border. Despite the ultimate sovereignty of Azophin, the administrative structure of the Condominium Zone provides for Terophatic representation at all levels of government, and in principle Terophan's officials hold an authority equalling or even outstripping that of Azophin's. Since the Mentusian War and the breakdown of co-operation between the two powers, however, two parallel administrations have held sway in the portions of the Marshalate north and south of the Tormaytah. Both sides have made significant moves towards reintegration of their banks into the main bodies of their respective states.

A special administrative regime was first established in the territory of the Lethpol and Tormopol Marshalates following the Terophatic occupation of southern Azophin at the end of the Long War. Most of the occupied territory was placed under the Occupation Government led by Kvezous Nredasi, but the need for extraordinary measures in the areas most affected by the exchange of metacosmic artillery shells referred to as the Sea of Flames rapidly became clear. By the end of 1958, the region was largely barren and empty, its pre-war population of over five million reduced to a little over 200,000, decreasing by the day with fleeing refugees and deaths from famine and radiation. Vsevolod I's Silver Mountain Decree granted the newly-founded Extraordinary Monition Board unprecedented executive powers over 'both banks of the river' and provided for two battalions of military police to maintain order. Two months later, under Terophatic pressure, Mstislav II's government signed the Tormetia Protocols, legally reconstituting the border region as Marshalates under Terophatic supervision. The Great Pestul metropolitan area became the responsibility of a separate authority, the comparatively short-lived Great Pestul Monition Commission.

A dense area sporting several urban centres prior to the Long War, the region experienced significant depopulation as a result of the Sea of Flames, and the population has never returned to pre-war levels. Until the late 1980s inhabitants' freedom of movement within the broader Azophine Banner was subject to draconian restrictions, since the easing of these restrictions migration to the Seranias and Azophin proper has generally outstripped the birth rate. The Protocols provided for a resettlement of the territory by roughly equal numbers of Azophine and Terophatic citizens without specifying how numbers were to be maintained or immigration to the devastated region encouraged; as such these plans have generally remained unrealised to the present day.
